Men’s Jackets

In the Jan. 8, 2025, Customs Bulletin and Decisions, U.S. Customs and Border Protection is reclassifying men’s vests/sleeveless jackets as sleeveless jackets under HTSUS 6201.40.7000 (if water-resistant; 7.1 percent duty) or HTSUS 6201.40.7511 (if not water-resistant; 27.7 percent duty) rather than vests under HTSUS 6211.33.0054 (16.4 percent duty).

Ruling HQ H300624 will revoke ruling HQ 964512 and modify ruling NY G80065 to reflect this change, effective with respect to goods entered or withdrawn from warehouse for consumption on or after March 8.

The garments at issue are men’s vests with an outer shell composed of 100 percent nylon woven fabric coated with polyurethane (which is not visible to the naked eye). The garment features a knit, mesh, manmade fiber lining and a full frontal opening with a zipper closure extending through the stand-up collar. It also has slanted pockets with zippered closures located below the waist and a hemmed bottom.

CIT explains that this garment possesses the same characteristics and purpose that unite the coats, jackets, windbreakers, and similar articles enumerated under heading 6201.

Hardware Sets

In the Jan. 8, 2025, Customs Bulletin and Decisions, CBP is reclassifying steel assembly hardware sets as other continuously threaded rod under HTSUS 7318.15.5056 (duty-free) rather than as other nuts under HTSUS 7318.16.0085 (duty-free).

Ruling HQ H332598 will modify ruling NY N331989 to reflect this change, effective with respect to goods entered or withdrawn from warehouse for consumption on or after March 8.

The products at issue consist of two sets of hardware used for assembling specific items of furniture. Each includes threaded rods with slotted heads, curved slotted washers (which CBP states are a type of wedge nut), and a combination open-end and box wrench.

CBP explains that the threaded rods, as fasteners, impart the essential character to these sets because they are indispensable to carrying out the sets’ primary objective of fastening furniture components together.

Wood Chippers

In the Jan. 15, 2025, Customs Bulletin and Decisions, CBP is reclassifying wood chipping/shredding machines as forestry machinery under HTSUS 8436.80.0020 (duty-free) rather than as other machinery under HTSUS 8436.80.0090 (duty-free).

Ruling HQ H307394 will revoke rulings NY N114998, NY 807222, and NY 801876, and modify rulings NY N297986 and NY 897172, to reflect this change, effective with respect to goods entered or withdrawn from warehouse for consumption on or after March 15.

The products at issue are machines designed to chip and shred various organic materials, from small pieces of garden debris and cuttings to entire trees. CBP states that these machines use and manage forest resources and are therefore considered forestry machines.
