Trade agreements. S. 446 (introduced Feb. 15 by Sen. Coons, D-Del.) would provide the president with authority to enter into certain plurilateral trade agreements with benefits only applying to signatories of those agreements.

Hong Kong. The Hong Kong Economic and Trade Office Certification Act (S. 490, introduced Feb. 16 by Sen. Rubio, R-Fla., and H.R. 1103, introduced Feb. 17 by Rep. Smith, R-N.J.) would require the president to annually certify whether HKETOs in the U.S. merit the extension of the privileges, exemptions, and immunities they currently maintain. If no, the HKETOs would have to terminate their operations within six months; if yes, Congress would have the authority to offer a disapproval resolution that, if adopted, would force the administration to revoke these privileges.

China. The Deterring Communist Chinese Aggression Against Taiwan through Financial Sanctions Act (S. 481, introduced Feb. 16 by Sen. Scott, R-Fla.) would impose sanctions to deter aggression by China against Taiwan.

Duties. S.J.Res. 15 (introduced Feb. 16 by Sen. Scott, R-Fla.) would disapprove the rule submitted by the Department of Commerce relating to procedures covering suspension of liquidation, duties, and estimated duties in accord with presidential proclamation 10414.

Beef. S. 480 (introduced Feb. 16 by Sens. Tester, D-Mont., and Rounds, R-S.D.) would suspend imports of beef from Brazil until a group of food safety, animal health, and trade experts has made a recommendation regarding this product’s import status.

Seafood. The Imported Seafood Safety Standards Act (H.R. 1057, introduced Feb. 17 by Rep. Higgins, R-La.) would prohibit imports of foreign seafood that fails to meet U.S. standards for seafood manufacturing, processing, and holding.
