Customs Fraud. The Fighting Trade Cheats Act (H.R. 1284, introduced Feb. 13 by Rep. Bost, R-Ill.) would more than double the penalties currently in place for customs fraud, impose a new five-year prohibition on importing products from known violators, and allow U.S. manufacturers to sue foreign producers for customs fraud.

Apparel. The Voluntary Sustainable Apparel Labeling Act (H.R. 1239, introduced Feb. 12 by Reps. Casten, D-Ill., and Salazar, R-Fla.) would direct the Environmental Protection Agency to establish a program under which entities that sell apparel would be allowed, but not mandated, to place an apparel sustainability label on their products. The EPA would specify the information to be included on the label and the method by which it is verified. Participants could choose whether to attach the label to the product itself or to its packaging.

China. The Port Crane Security and Inspection Act (H.R. 1165, introduced Feb. 10 by Reps. Gimenez, R-Fla., and Garamendi, D-Calif.) would require the inspection of certain foreign cranes before use at a U.S. port. The Decoupling from Foreign Adversarial Battery Dependence Act (H.R. 1166, introduced Feb. 10 by Reps. Gimenez and Garamendi) would prohibit the Department of Homeland Security from procuring certain foreign-made batteries. The Keep China Out of Solar Energy Act (H.R. 1167, introduced Feb. 10 b Rep. Gimenez) would prohibit the purchase of solar panels manufactured or assembled in China.

Trade Policy. Sens. Crapo, R-Idaho, Grassley, R-Iowa, Cornyn, R-Texas, Wyden, D-Ore., and Cantwell, D-Wash., have been appointed as congressional advisers on trade policy and negotiations to international conferences, meetings, and negotiation sessions relating to trade agreements.

Latin America. H.R. 1215 (introduced Feb. 11 by Rep. Stanton, D-Ariz.) would support efforts of the governments of Western Hemisphere countries to increase the diversity of their upstream and downstream supply chains.

Exports. H.R. 1316 (introduced Feb. 12 by Rep. Jackson, R-Texas) would amend the Export Control Reform Act of 2018 relating to licensing transparency.

Ports of Entry. The Land Port of Entry Modernization Trust Fund Act (H.R. 1297, introduced Feb. 12 by Reps. Cuellar, D-Texas, and Gonzales, R-Texas) would establish a trust fund that would be used to (1) construct new ports of entry, (2) expand and improve existing ports of entry, (3) procure technology for inspecting and processing traffic passing through ports of entry, and (4) hire U.S. Customs and Border Protection staff.
