China. The Securing Transparent Operations to Prevent China’s Abuse of International Financing Act (H.R. 6729, introduced Feb. 15 by Rep. Guest, R-Miss.) would (1) require the Office of the U.S. Trade Representative to develop a strategy for ensuring that U.S. trade agreements do not provide special treatment reserved for developing countries to those that are actually high-income and (2) prohibit U.S. contributions to international financial institutions from being used to support contracts to procure goods from China.
Tariffs. The Protecting American Solar Jobs and Lowering Costs Act (S. 3680, introduced Feb. 17 by Sens. Rosen, D-Nev., and Moran, R-Kan.) would repeal the current Section 201 import tariffs on solar panels and create a Department of Energy program to enhance domestic production and manufacturing of solar panels and other solar energy components.
Imports. The U.S.-Russian Federation Seafood Reciprocity Act (S. 3614, introduced Feb. 9 by Sen. Sullivan, R-Alaska) would ban imports of all Russian seafood products into the U.S. in response to Russia’s own prohibition on imports of U.S. and other western seafood products since 2014.
Exports. The Expediting Natural Gas Exports to Allies Act (S. 3661, introduced Feb. 16 by Sen. Rubio, R-Fla., and H.R. 6772, introduced Feb. 18 by Rep. Gonzales, R-Texas) would expand expedited export license approval for exporting natural gas to a list of strategic partner and allied countries. Rubio said this would include countries like Ukraine and Taiwan “which are threatened by aggression from the Kremlin and the Chinese Communist Party.”
