Background

The International Trade Administration and/or International Trade Commission have recently announced the following actions in antidumping and/or countervailing duty cases. For more information on AD/CVD issues, including how to mitigate liability, please contact ST&R.

Ceramic tile (China) – final ITC determination that revocation of the AD and CVD orders on ceramic tile from China would be likely to lead to continuation or recurrence of material injury to a U.S. industry within a reasonably foreseeable time

File folders (Cambodia) – issuance of CVD order on paper file folders from Cambodia, with subject merchandise to face a subsidy rate of 30.38 percent

New reviews – initiation of administrative reviews of the following AD/CVD orders and suspension agreements for the periods Dec. 1, 2024, through Nov. 30, 2025 or Jan. 1 through Dec. 31, 2024 (CVD), unless otherwise noted:

- aluminum lithographic printing plates from Japan (AD; May 1, 2024, through Oct. 31, 2025)

- certain cased pencils from China (AD)

- certain frozen warmwater shrimp from Ecuador (CVD; April 1 through Dec. 31, 2024), India (CVD; April 1, 2024, through March 31, 2025), Indonesia (AD; May 30, 2024, through Nov. 30, 2025) and Vietnam (CVD; April 1 through Dec. 31, 2024)

- certain superabsorbent polymers from Korea (AD)

- circular welded carbon-quality steel pipe from Oman and the UAE (AD)

- crystalline silicon photovoltaic cells, whether or not assembled into modules, from China (AD/CVD)

- forged steel fittings from Korea (AD)

- hot rolled steel flat products from Türkiye (AD; Oct. 1, 2024, through Nov. 30, 2025)

- mattresses from China (AD)

- mobile access equipment and subassemblies thereof from China (CVD)

- multilayered wood flooring from China (AD)

- non-oriented electrical steel from Japan AD)

- polyester textured yarn from Indonesia (AD)

- sugar from Mexico (suspension agreement: AD; CVD, Jan. 1 through Dec. 31, 2025)

- truck and bus tires from Thailand (AD; May 20, 2024, through Nov. 30, 2025)

- welded line pipe from Korea (AD)

Rebar (Mexico) – dumping margin of 36.34 percent for Deacero S.A.P.I. de C.V. / I.N.G.E.T.E.K.N.O.S. Estructurales S.A. de C.V. in amended final results of administrative review of AD order on steel concrete reinforcing bar from Mexico for the period Nov. 1, 2022, through Oct. 31, 2023

Shrimp (Thailand) – dumping margins of zero, 2.01 percent, or 17.38 percent in final results of administrative review of AD order on certain frozen warmwater shrimp from Thailand for the period Feb. 1, 2023, through Jan. 31, 2024

Steel plate (Korea) – subsidy rates of 1.31 or 2.21 percent in final results of administrative review of CVD order on certain cut-to-length carbon-quality steel plate from Korea for the period Jan. 1 through Dec. 31, 2023
