Background

The International Trade Administration and/or International Trade Commission have recently announced the following actions in antidumping and/or countervailing duty cases. For more information on AD/CVD issues, including how to mitigate liability, please contact ST&R.

Citric acid (Belgium and Thailand) – dumping margins of zero in final results of administrative reviews of AD orders on citric acid and certain citrate salts from Belgium and Thailand for the period July 1, 2023, through June 30, 2024

Hard empty capsules (Brazil, China, India, and Vietnam) – issuance of AD and CVD orders on hard empty capsules from Brazil, China, India, and Brazil, with subject merchandise to face dumping margins or adjusted AD cash deposit rates of 77.63 percent (Brazil); zero or 18.71 percent (China); 3.68, 11.70, or 19.71 percent (India); and 46.24 percent (Vietnam), and subsidy rates of 10.67 percent (Brazil); 3.14, 6.90, or 8.81 percent (China); 7.06 percent (India); and 2.45 percent (Vietnam).

Freight rail couplers (Czech Republic and India) – postponement until April 27 of deadline for preliminary determinations in AD investigations on freight rail couplers and parts thereof from the Czech Republic and India

HEDP (China) – final determination that imports of acidic (non-neutralized) concentrations of 1-hydroxyethylidene1, 1-diphosphonic acid (HEDP), also referred to as hydroxyethylidenendiphosphonic acid, hydroxyethanediphosphonic acid, acetodiphosphonic acid, and etidronic acid, in solid or powder form, from China, are circumventing the AD and CVD orders on HEDP from China

Shrimp (Vietnam) – adjusted AD cash deposit rate of 4.28 percent in final results of administrative review of AD order on certain frozen warmwater shrimp from Vietnam for the period Feb. 1, 2023, through Jan. 31, 2024, and review rescission with respect to one exporter

Silicon metal (Angola, Laos, and Thailand) – dumping margins of 68.45 percent (Angola) and 94.44 percent (Laos) in final affirmative determinations of AD investigations on silicon metal from Angola and Laos, and subsidy rates of 69.10 percent (Laos) and 31.27 percent (Thailand) in final affirmative determinations of CVD investigations on silicon metal from Laos and Thailand

Steel flanges (Spain) – dumping margin of zero for ULMA Forja S. Coop in final results of administrative review of AD order on carbon steel flanges from Spain for the period June 1, 2023, through May 31, 2024
