Background

The Committee for the Implementation of Textile Agreements has received short supply requests alleging that the following fabrics are not available in commercial quantities in a timely manner from potential suppliers in the CAFTA-DR region.

- polyester/cuprammonium dyed twill lining fabric (classified under HTSUS 5407.92.10)

- polyester/cuprammonium yarn-dyed twill lining fabric (classified under HTSUS 5407.93.20)

- viscose printed twill lining fabric (classified under HTSUS 5408.24.90)

- polyester/viscose dyed twill lining fabric (classified under HTSUS 5515.11.00)

The petitioners are requesting that these fabrics be added to the short supply list in Annex 3.25 of CAFTA-DR in unrestricted quantities, which would allow duty-free imports of apparel made in CAFTA-DR countries with these fabrics regardless of where they are sourced. Responses with an offer to supply these fabrics are due no later than Aug. 28.
