In the July 31, 2024, Customs Bulletin and Decisions, U.S. Customs and Border Protection is reclassifying the following products, effective with respect to goods entered or withdrawn from warehouse for consumption on or after Oct. 1.

Glass Containers

CBP is reclassifying glass containers imported with lids as other glass containers for the conveyance or packing of goods under HTSUS 7010.90.50 (duty-free) rather than as other glassware of a kind used for indoor decoration under HTSUS 7013.99.50 (30 percent duty). Ruling HQ H285687 will revoke rulings NY N036984, NY N110556, NY N094595, NY N266863, NY N260440, HQ 950426, and HQ 957982 to reflect these changes.

The products at issue are cylindrical glass vessels that are imported empty and then filled with a wick and candle wax. CBP notes that these containers, in their condition as imported, do not exhibit any features distinguishing them as being for devotional purposes, nor do they have the physical characteristics of either drinking glasses or other household storage containers.

T-Sections

CBP is reclassifying steel T-sections as steel angles, shapes, and sections under HTSUS 7216.50.00 rather than as elevator parts under HTSUS 8431.31.00. Under this classification the T-sections will be subject to existing Section 232 tariffs on steel products. Ruling HQ H304529 will revoke rulings HQ 965520 and NY 898929 to reflect this change.

The subject goods are T-shaped sections of hot-rolled, non-alloy steel that are used to guide elevator cars as they travel up and down an elevator shaft. CBP states that as imported these items will need to undergo a total fabrication before they will be ready for assembly in the elevator shaft and recognizable as a finished part.
