Nominations. The Senate Finance Committee will hold a hearing April 30 to consider the nomination of Rodney Scott to be commissioner of U.S. Customs and Border Protection. The committee will also hold an executive session April 29 to mark up the nomination of William Kimmitt to serve as under secretary of commerce for international trade.
Drawback. The Duty Drawback Clarification Act (H.R. 3028, introduced April 24 by Rep. Womack, R-Ark.) would amend the Harmonized Tariff Schedule of the U.S. to provide a uniform eight-digit subheading number for all whiskies. Womack said the bill would allow U.S. whiskey distillers to participate in the duty drawback program, which refunds duties and fees paid by importers when they export equivalent amounts of the same products. Womack noted that beer, wine, and other spirits makers in the U.S. are already eligible for this program but that whiskey is not “due to the unique way it is listed” in the HTSUS.
Exports. H.R. 2998 (introduced April 24 by Rep. Espaillat, D-N.Y.) would control the export of electronic waste to ensure it does not become the source of counterfeit goods that may reenter U.S. military and civilian electronics supply chains.
