Background

U.S. Customs and Border Protection has announced plans to start collecting through the Electronic Certification System the export certificates required for imports of steel products from South Korea that are subject to an absolute quota. Currently such certificates are submitted via email.

Effective for subject steel entered or withdrawn from warehouse for consumption on or after April 22, subject goods must have a valid export certificate with a corresponding eCERT transmission at the time of entry or withdrawal from warehouse for consumption. CBP will automatically reject filings without correct eCERT information starting May 20. Previously CBP has issued warning messages, but has not rejected imports, when filers failed to provide the correct export certificate number.

CBP states that the transition to eCERT will not change the quota filing process or requirements; i.e., importers will continue to provide the export certificate numbers from Korea in the same manner as when currently filing entry summaries with CBP, and the format of the export certificate numbers will not change.
