U.S. Customs and Border Protection has extended to Oct. 1 the deadline for using the Document Image System as a method to submit CBP form 1302A (Cargo Declaration – Outward with Commercial Forms).
CBP has allowed this form to be filed in the DIS since March 2012 as an interim step toward the development of a full electronic export manifest. Since October 2015 CBP has been conducting a pilot program allowing carriers to submit export manifest data elements electronically in the Automated Commercial Environment.
CBP now states that due to increased participation in this pilot it is allowing more time for trade participants to file form 1302A in the DIS so they have time to adequately program and test with their CBP client representatives.
According to CBP, to submit the export manifest via DIS, filers must submit the current CBP Form 1302A as well as a supplemental manifest document in the form of an .xls spreadsheet that contains the following column headers with data matching the manifest submission.

- port of lading
- port of unlading
- cargo description
- quantity
- unit of measure
- shipper name
- shipper address 1
- shipper address 1
- shipper city
- shipper state code
- shipper ZIP code

CBP adds that trade participants currently programming and testing should work toward transitioning to 100 percent electronic export manifest submission prior to Oct. 1, 2025, and that submitting form 1302A will no longer be required on paper or via DIS once a carrier begins submitting all export manifests via EEM.
