Background

The International Trade Administration and/or International Trade Commission have recently announced the following actions in antidumping and/or countervailing duty cases. For more information on AD/CVD issues, including how to mitigate liability, please contact ST&R.

Glycol – institution of AD injury investigations of polytetramethylene ether glycol from China, South Korea, Taiwan, and Vietnam

Hot-rolled steel – (1) dumping margins of zero and 13.07 percent in preliminary results of administrative review of AD order on hot-rolled steel flat products from Japan for the period Oct. 1, 2023, through Sept. 30, 2024, and (2) net subsidy rates of 1.28 and 3.71 percent in preliminary results of administrative review of CVD order on such products from Korea for the period Jan. 1 through Dec. 31, 2023

Review rescissions – (1) rescission of administrative reviews of the following AD/CVD orders for the periods indicated due to timely withdrawal of requests for review and (2) instruction to CBP to assess AD/CVD duties on affected entries at the applicable cash deposit rates

- cold-drawn mechanical tubing of carbon and alloy steel from Germany (AD; June 1, 2024, through May 31, 2025)

- diamond sawblades and parts thereof from China (AD); Nov. 1, 2024, through Oct. 31, 2025)

- forged steel fluid end blocks from Germany (AD; Jan. 1 through Dec. 31, 2025)

- fresh garlic from China (AD); Nov. 1, 2024, through Oct. 31, 2025)

- hot-rolled steel flat products from the Netherlands (AD; Oct. 1, 2024, through Sept. 30, 2025)

- lightweight thermal paper from China (CV; Jan. 1 through Dec. 31, 2024)

- mattresses from Taiwan (AD; March 1, 2024, through June 30, 2025)

- multi-layered wood flooring from China (AD; Dec. 1, 2024, through Nov. 30, 2025)

- passenger vehicle and light truck tires from China (CV; Jan. 1 through Dec. 31, 2024)

- pasta from Italy (AD; Jan. 1 through Dec. 31, 2024)

- pea protein from China (CV; Sept. 19, 2023, through Dec. 31, 2024)

- stilbenic optical brightening agents from China (AD; May 1, 2024, through April 30, 2025)

- truck and bus tires from China (CV; Jan. 1 through Dec. 31, 2025)

- utility-scale wind towers from Canada (CV; Jan. 1 through Dec. 31, 2024)

Shrimp – rescission of administrative review of AD order on frozen warmwater shrimp from India for the period Feb. 1,2 024, through Jan. 31, 2025, and instruction to CBP to assess AD duties on entries of subject goods at the applicable cash deposit rates

Threaded rod – dumping margin of zero in final results of administrative review of AD order on carbon and alloy steel threaded rod from India for the period April 1, 2023, through March 31, 2024
