Background

The International Trade Administration and/or International Trade Commission have recently announced the following actions in antidumping and/or countervailing duty cases. For more information on AD/CVD issues, including how to mitigate liability, please contact ST&R.

Chassis – (1) final affirmative AD determinations on chassis and subassemblies thereof from Mexico, Thailand, and Vietnam, with dumping margins of 32.37 percent for Mexico, 72.85 and 129.63 percent for Thailand, and 186.84 percent for Vietnam, and (2) final affirmative CVD determinations on such chassis from Mexico and Thailand, with net subsidy rates of 76.91 percent for Mexico and 9.65 to 10.72 percent for Thailand

Chassis – final determination that certain axle beams, slider boxes, landing gear sets, and other items are covered by the AD and CVD orders on chassis and subassemblies thereof from China and instruction to CBP to require AD/CVD cash deposits for each unliquidated entry of subject goods entered or withdrawn from warehouse for consumption on or after April 3, 2025

Pipes and tubes – dumping margin of 0.64 percent in preliminary results of administrative review of AD order on circular welded carbon steel pipes and tubes from Thailand for the period March 1, 2024, through Feb. 28, 2025

Plywood – rescission of administrative reviews of AD and CVD orders on hardwood plywood products from China for the periods June 17, 2020, through Sept. 25, 2021, and Jan. 1 through Dec. 31, 2024, with respect to 74 companies and instruction to CBP to assess AD duties on entries of subject goods at the applicable cash deposit rates

Tubular goods – final determination that seamless oil country tubular goods produced by Boly Pipe Co. Ltd. in Thailand using steel billets from China and exported to two customers in the U.S. are subject to the scope of the AD and CVD orders on OCTG from China
