Background

U.S. Customs and Border Protection has issued the draft agenda for the 78th session of the World Customs Organization’s Harmonized System Committee, which will be held in Brussels Sept. 7-18. The HSC’s responsibilities include issuing decisions on the interpretation of the Harmonized Commodity Description and Coding System, which can take the form of published tariff classification opinions or amendments to the Explanatory Notes. The committee also considers amendments to the legal text of the HS.

At its upcoming meeting the HSC is slated to discuss a project on enhancing the HS framework as well as the classification of various goods, including the following.

- split UPS with external battery strings

- sports visors

- umami seasoning

- vending carts

- water dispensers
