CBP has released two of its three highly-anticipated USMCA regulatory packages. While the proposed expanded use of the non-preferential rules of origin certainly can provide transparency and consistency particularly in the context of section 301 tariffs, the impact of other provisions or those that reman to be seen still are raising questions.
