CBP’s new regulatory framework makes advance electronic data mandatory for the U.S. Postal Service; otherwise, CBP can refuse shipments or issue penalties.  Although CBP has agreed to exercise restrained enforcement for the time being, the rules’ operational and economic impact on e-commerce remains to be seen.
