Two Minutes in Trade - Doughnuts, Duties & Delegation- IEEPA at the Supreme Court

Oral arguments before the SCOTUS lasted over 2 ½ hours on the delegation of Congress's taxing authority to the President to issue tariffs under the IEEPA. Would omitting tariffs as a tool during such an emergency represent a doughnut hole in the law, as counsel would suggest?
