Background

A petition filed Dec. 31 alleges that slag pots from China are being sold at less than fair value in the U.S. and benefiting from countervailable subsidies. The alleged average dumping margin is 319.25 percent.

Slag pots are large bowl-shaped containers used to collect molten or solid slag generated during metallurgical or chemical processes. Those covered by this petition have a nominal capacity of 65 cubic feet to 1,200 cubic feet and are included regardless of shape, form, or finish. They may include a ceramic refractory coating, heat treatment, or various finishes to handle high-temperature slag. They may also include a connected stand, pivotal mounting hooks or brackets, or other attachments to enable transport of the pots, and all attachments of fully-assembled slag pots are included regardless of whether shipped assembled or unassembled.

Subject slag pots are included within the scope whether finished or unfinished, imported individually or with other subject or non-subject parts, assembled or unassembled, or joined with non-subject merchandise. Finishing includes arc washing, welding, grinding, shot blasting, heat treatment, machining, and assembly of various parts.

Subject slag pots are classified under HTSUS subheading 7309.00.0090.

The Department of Commerce and the International Trade Commission will next determine whether to launch AD and CV duty and injury investigations, respectively, on this product.
