Background

A petition filed Sept. 5 alleges that corrosion-resistant steel products from Australia, Brazil, Canada, Mexico, the Netherlands, South Africa, Taiwan, Turkey, the United Arab Emirates, and Vietnam is being sold at less than fair value in the U.S. and that such goods from Canada, Mexico, and Vietnam are benefiting from countervailable subsidies. The alleged average dumping margins are as follows.

Australia – 48.42 percent

Brazil – 75.7 percent

Canada – 35 percent

Mexico – 34.16 percent

Netherlands – 15.6 percent

South Africa – 51.99 percent

Taiwan – 67.9 percent

Turkey – 16.39 percent

UAE – 77.68 percent

Vietnam – 158.83 percent

The products covered by this petition are certain flat-rolled steel products; clad, plated, or coated with corrosion-resistant metals such as zinc, aluminum, or zinc-, aluminum-, nickel-, or iron-based alloys; whether or not corrugated or painted, varnished, laminated, or coated with plastics or other non-metallic substances in addition to the metallic coating. They may be rectangular, square, circular, or other shape and include products of either rectangular or non-rectangular cross-section that have been worked after rolling (e.g., that have been beveled or rounded at the edges).

Subject merchandise also includes corrosion-resistant steel that has been further processed in a third country, including annealing, tempering, painting, varnishing, trimming, cutting, punching, and/or slitting or any other processing that would not otherwise remove the merchandise from the scope of the investigations if performed in the country of manufacture of the in-scope steel.

There are a number of products that are outside of and/or specifically excluded from the scope of the petition, including certain flat-rolled steel products and certain clad stainless flat-rolled products.

The Department of Commerce and the International Trade Commission will next determine whether to launch AD and CV duty and injury investigations, respectively, on this product.
