LIZETH AZUARA is a Senior Associate with Sandler, Travis & Rosenberg, P.A., resident in the New York office.
Ms. Azuara advises multinational clients on all aspects of U.S. customs and international trade law, including tariff classification, customs valuation, Section 232 and 301 tariffs, free trade agreements, country-of-origin determinations, Chapter 98 programs, product safety requirements, and intellectual property infringement. She has substantial experience assisting companies with compliance strategies and identifying tariff mitigation and savings opportunities across global supply chains, including through the first sale for export rule. She also assists clients with prior disclosures, CF-28/29 responses, penalty mitigation, liquidated damages, detentions and seizures, administrative protests, and binding ruling requests.
Earlier in her career Ms. Azuara provided legal guidance on customs and trade law for a major international consulting firm, a different law firm, and served as counsel to a customs brokers association.
In addition, Ms. Azuara is a licensed attorney in both the U.S. and Mexico, with extensive experience advising U.S. businesses seeking to expand their trade operations into Mexico. Her expertise includes litigation before Mexican federal courts, where she handles lawsuits against customs and tax authorities.
Ms. Azuara holds a J.D. from the Universidad Autónoma de Baja California and an LL.M. from the University of Virginia School of Law. She has been admitted to the bar in New York and Mexico and is a member of the American Bar Association, the New York City Bar Association, and the Organization of Women in International Trade. Her publications include the co-authored article “How Intellectual Property Payments Impact U.S. Tariffs on Goods,” published by Bloomberg Tax. Ms. Azuara is fluent in English and Spanish.
