First came safeguards on solar panels and washing machines, followed by national security-related tariffs on steel and aluminum and then higher duties on more than 1,300 goods from China due to its intellectual property policies. China responded with a WTO case against the safeguards and a vow to impose tariffs, then a list of 128 U.S. products targeted for higher duties in the steel and aluminum dispute, and finally a pledge to hike tariffs on another 106 U.S. items without about $50 billion in trade value. The U.S. is now considering a tariff increase on another $100 billion in imports from China. Where will the cycle end, and what is Congress doing in all this back and forth?
