In the Sept. 18, 2024, Customs Bulletin and Decisions, U.S. Customs and Border Protection proposed to reclassify hubs for trucks as other parts of power trains under HTSUS 8708.99.68 (2.5 percent duty) and hubs and wheels for trailers as parts of trailers under HTSUS 8716.90.50 (3.1 percent duty). Both are currently classified as motor vehicle parts and accessories under HTSUS 8708.70.60 (2.5 percent duty). Ruling NY H85742 would be modified to reflect this change. Comments are due no later than Oct. 18.
The products at issue are both made of iron. The hubs (which CBP states are not wheels nor parts and accessories to wheels) are installed on the drive axle of the vehicle and the wheels are then installed on the hubs. The hubs are mounted to the brakes and a brake disc or rotor is connected to the wheel or axle.
CBP explains that no parts or accessories for trailers can be classified in heading 8708, which is limited to parts and accessories of vehicles of headings 8701 through 8705. CBP further states that the hubs for trucks are for drive axles, which makes them parts of power trains.
