Background

U.S. Customs and Border Protection has selected as part of its Donations Acceptance Program a proposal from the city of Douglas, Ariz., to donate a parking lot and adjacent parcel of undeveloped land directly north of the Raul H. Castro port of entry. CBP states that the addition of this property would better enable it to implement parking lot security measures, reduce port congestion, and provide added commercial vehicle staging in support of efforts under the Unified Cargo Processing pilot program.

In 2014 Congress authorized CBP and the General Services Administration to accept donations of real property, personal property (including monetary donations), and non-personal services from private sector and government entities for use in POE construction, alterations, operations, and maintenance activities. CBP has said that it faces a growing demand for facilities and renovations at aging POEs and that accepting donations provides an alternate method of financing modernization and construction projects.
