Background

In the Oct. 13, 2021, Customs Bulletin and Decisions, U.S. Customs and Border Protection is reclassifying a reflective cat collar as an animal harness under HTSUS 4201.00.6000 (2.8 percent duty) rather than as a dog leash under HTSUS 4201.00.3000 (2.4 percent duty). CBP explains that the item is for a cat and is therefore not dog equipment.

Ruling HQ H310905 will revoke ruling NY 891581 to reflect this change, effective with respect to goods entered or withdrawn from warehouse for consumption on or after Dec. 12.
