Export Controls. The Prioritizing National Security in Export Controls Act (H.R. 9241, introduced Oct. 28 by Rep. Banks, R-Ind.) would provide for the transfer of export control authorities from the Department of Commerce to the Department of Defense.

Export Promotion. The Supporting Market Access to Reinvigorate Trade Act (H.R. 9244, introduced Oct. 28 by Rep. Costa, D-Calif.) would double the amount of funding for the Market Access Program (to at least $400 million per fiscal year) and the Foreign Market Development Program (to at least $69 million per fiscal year), which promote exports of U.S. agricultural products. The bill notes that these programs yielded an average 13.7 percent in additional export revenue from 1977 to 2019 but that the agricultural export programs of foreign competitors have expanded at “a far faster rate” than those of the U.S.
