U.S. Customs and Border Protection has updated its schedule for deploying additional functionality to the Automated Commercial Environment.

ACE Portal. CBP has newly announced plans to migrate all ACE portal blanket declaration functionality to the modernized ACE portal as of Dec. 9, at which point authorized users will no longer use the legacy ACE portal to create, manage, and view declarations.
ACE Reports. An upgrade from business objects version 4.2 to 4.3 that will entail changes to the user interface and enhanced security features has been added and scheduled for Jan. 24, 2024.
Air Transactions. An enhancement updating non-express, entry type 86 transmissions in the air environment to delay the 1C release message has been delayed to Jan. 27, 2024.
Aluminum. In connection with an increase in the Section 232 tariffs on imports of aluminum from Russia, updates to the entry summary user interface create/edit for non-ABI entries remain on track for winter 2023.
Bill of Lading. The deployment of functionality to release ocean cargo at the lowest shipment level, which will also provide a new user interface for container freight station operators to view information as released at the lowest shipment level, remains on hold.
Broker Fees. The triennial status report update and broker permit annual user fee with interface to ACE will now be deployed Nov. 29. Two additional capabilities – broker license application and permit application – will be developed between fiscal years 2025 and 2026.
Collections. Functionality automating the budget clearing account process, enabling improved reconciliation of open receivables, integrating the port collections process into ACE collections, and enabling the entry lifecycle to be contained in one system was successfully deployed Nov. 4.
De Minimis Shipments. CBP has newly announced its intent to automate enforcement of Section 321 requirements (regarding de minimis shipments) in October 2024. This functionality will provide a validation in ACE to ensure that an appropriate party does not receive Section 321 clearance for more than an aggregated value of $800 in shipments on a given day.
DIS Submissions. A new enhancement providing CBP with the capability to respond to filers who provide their Document Image System submissions via email has been added and scheduled for March 26, 2024.
Another new enhancement enabling the DIS to accept vehicle export documents via electronic data interchange has been added and scheduled for May 2024.
April 1, 2024, remains the expected date for disabling the option to submit form 1302A (cargo declaration – outward with commercial forms) in the DIS for outward vessels. Once this is done such forms will have to be submitted on paper or via ACE Export Manifest.
Drawback. CBP still has yet to provide an updated schedule for implementing a new indicator that filers will use to show if they are submitting a substitution claim or a direct identification claim for drawback provisions 56 and 70 under the U.S.-Mexico-Canada Agreement.
Entry Summary. Entry summary query updates that incorporate data elements from ACE collections and move the query from legacy ACE to new ACE were successfully deployed Nov. 4.
Forced Labor. Still anticipated for Jan. 27, 2024, is the deployment of an enhancement that will create an automated process for admissibility reviews and exception requests for Uyghur Forced Labor Prevention Act detentions. This will include automating the completion and issuance of the CBP form 6051D and attachment 2B as well as a public site to which the trade can upload documentation and submit for CBP review and from which CBP can track, review, and determine final dispositions.
In-Bonds. An enhancement improving the air in-bond process by allowing the Automated Export System to link in-bond with ACE multi-modal manifest has been pushed back a year to December 2024.
