President Trump has established a new Interagency Environment Committee for Monitoring and Enforcement to coordinate U.S. efforts to monitor and enforce environmental obligations consistent with title VIII of the United States-Mexico-Canada Agreement Implementation Act. With respect to Canada and Mexico, the committee will carry out assessments of their environmental laws and policies, carry out monitoring actions with respect to the implementation and maintenance of their USMCA environmental obligations, and request enforcement actions as provided for in section 814 of the Act.
The committee will include representatives from USTR, the departments of State, Treasury, and Justice, the U.S. Fish and Wildlife Service, U.S. Customs and Border Protection, the U.S. Forest Service, the Animal and Plant Health Inspection Service, the National Oceanic Atmospheric Administration, the Environmental Protection Agency, and the U.S. Agency for International Development, as well as representatives from any other federal agencies as deemed appropriate by the president.
