Background

The International Trade Commission is requesting comments no later than Aug. 16 on two new forms to be used in the forthcoming miscellaneous trade bill process.

The American Manufacturing Competitiveness Act of 2016 requires the ITC to establish a process to receive petitions to create or renew duty suspensions and reductions for imported goods that will take the place of individual miscellaneous tariff bills. These petitions must be made available on the ITC website so that public comments may be filed on each one.

Petitions will be collected for 60-day periods starting Oct. 15, 2016, and Oct. 15, 2019. Each interested party will be required to establish a user account on the ITC website to either submit or comment on a petition.

Following the petition and comment periods the ITC will be required to make recommendations concerning the petitions and provide Congress with the necessary information to enable it to decide which petitions should be included in an MTB.
