Background

In the May 29, 2024, Customs Bulletin and Decisions, U.S. Customs and Border Protection is reclassifying non-slip pads as other articles of plastic under HTSUS 3926.90.99 (5.3 percent duty) rather than as other plastic sheets under HTSUS 3921.12.11 (4.2 percent duty), 3921.12.15 (6.5 percent duty), and 3921.12.19 (5.3 percent duty). Ruling HQ H305115 will revoke rulings HQ H302153, HQ 088142, HQ 088909, NY PD 816479, NY G83126, NY H86099, NY I83543, NY K82162, NY L86033, NY N033496, and NY N044145 to reflect this change, effective with respect to goods entered or withdrawn from warehouse for consumption on or after July 29.

The products at issue are used under rugs to add cushioning as well as for lining shelves, drawers, and cabinets in the kitchen, bathroom, and garage work areas. They are made of 100 percent warp knitted, polyester open mesh fabric that is visibly coated on both sides with foamed polyvinyl chloride.
