Background

In the July 10, 2024, Customs Bulletin and Decisions, U.S. Customs and Border Protection is reclassifying an automotive clutch tube as a motor vehicle part under HTSUS 8708.99.81 (2.5 percent duty) rather than as a clutch part under HTSUS 8708.93.75 (2.5 percent duty). Ruling HQ H294714 will revoke ruling NY 816028 to reflect this change, effective with respect to goods entered or withdrawn from warehouse for consumption on or after Aug. 9.

The product at issue is a zinc and fluorocarbon resin-coated steel tube approximately 15” in “bent-to-shape” length. The tube is part of a motor vehicle transmission system and its purpose is to carry hydraulic fluid from the slave cylinder to the clutch pressure plate.
