Background

U.S. Senators Maggie Hassan (Democrat of New Hampshire), and Mitt Romney (Republican of Utah) respectively the Chair and Ranking Member of the Senate Homeland Security & Governmental Affairs Emerging Threats and Spending Oversight Subcommittee, requested that the U.S. Government Accountability Office assess the Department of Commerce’s export controls on advanced semiconductors, semiconductor manufacturing equipment, and related technologies from China and other countries. They requested that GAO study the effectiveness of the rule issued by the Bureau of Industry and Security (BIS) on October 7, 2022, as amended on October 25, 2023, including regarding interagency cooperation, cooperation with allies, and its effect on the US private sector.  They asked that the study be provided to Congress by December 1, 2024.
