Background

The European Union will deploy June 3 the final phase of its new import control system, which will expand the system from the air environment to all other modes of transportation.

According to information from the European Commission, the Import Control System 2 is a large-scale advance cargo information system that requires economic operators to declare specified safety and security data prior to the arrival of goods in the EU through the entry summary declaration. The EU believes this advance cargo information and subsequent risk analyses will enable early identification of high-risk consignments and help customs authorities to intervene at the most appropriate point in the supply chain.

ICS2 first took effect in March 2021 for express carriers and designated postal operators to address risks associated with increasing volumes of e-commerce. These capabilities were extended to air carriers and freight forwarding and logistics providers as of March 1, 2023.

The third phase will go live June 3, 2024, at which time EU member states’ customs authorities must be ready to implement it. However, it will take effect between June 3 and Dec. 4 for maritime and inland waterway carriers; between Dec. 4, 2024, and April 1, 2025, for maritime and inland waterway house-level filers; and between April 1 and Sept. 1, 2025, for road and rail carriers.
