Background

The interagency Trade Policy Staff Committee is accepting input and holding separate public hearings to assist USTR in preparing its annual reports to Congress on (1) China’s compliance with the commitments it made in connection with its accession to the World Trade Organization, and (2) Russia’s implementation of its obligations as a WTO member. Input may be submitted on a range of topics, including the following.

China

- trading rights

- import regulation (e.g., tariffs, tariff-rate quotas, quotas, import licenses)

- export regulation

- internal policies affecting trade (e.g., subsidies, standards and technical regulations, sanitary and phytosanitary measures, government procurement, trade-related investment measures, taxes and charges levied on imports and exports)

- intellectual property rights (including enforcement)

- services

- rule of law issues (e.g., transparency, judicial review, uniform administration of laws and regulations) and status of legal reform

Russia

- import regulation (e.g., tariffs, TRQs, quotas, import licenses)

- export regulation

- subsidies

- standards and technical regulations

- sanitary and phytosanitary measures

- trade-related investment measures (including local content requirements)

- taxes and charges levied on imports and exports

- other internal policies affecting trade

- intellectual property rights (including enforcement)

- services

- government procurement

- rule of law issues (e.g., transparency, judicial review, uniform administration of laws and regulations)

In the case of China, interested persons should specifically identify unresolved compliance issues that warrant review and evaluation by USTR’s China Enforcement Task Force.

The hearings will be held in Washington, D.C., Oct. 2 (China) and Oct. 8 (Russia). Requests to appear at the hearing, as well as pre-hearing briefs, statements, or comments, are due by Sept. 18 (China) and Sept. 27 (Russia).
