Tariffs. The Congressional Trade Authority Act (H.R. 5188, introduced Aug. 11 by Reps. Gallagher, R-Wis., and Beyer, D-Va.) would impose limitations on the authority of the president to adjust imports determined to threaten to impair national security. Gallagher’s office said that under this bill members of Congress would have 60 days to review a president’s proposal to make such adjustments and a joint resolution to approve the proposal would qualify for expedited consideration in both the House and Senate. This requirement would apply to all future Section 232 actions as well as those taken within the last six years. In addition, the bill would restore the national security intent behind Section 232 by transferring national security investigatory authority from the Department of Commerce to the Department of Defense.
Import Marking. The Anti-BDS Labeling Act (H.R. 5179, introduced Aug. 8 by Rep. Tenney, R- N.Y.) would require the maintenance of the country of origin markings for imported goods produced in the West Bank or Gaza. Tenney said this bill would require products made in the Israeli-controlled areas of Judea and Samaria to be marked as originating from “Israel.” It would also require goods made in Gaza or Palestinian-controlled areas of Judea and Samaria to be labeled as made in either “Gaza” or the “West Bank,” not in “Gaza/West Bank.”
