In the Sept. 29, 2021, Customs Bulletin and Decisions, U.S. Customs and Border Protection is reclassifying the following products, effective with respect to goods entered or withdrawn from warehouse for consumption on or after Nov. 28.

Costume accessory sets. CBP is reclassifying three costume accessory sets as parts of footwear under HTSUS 6406.90.15 (14.9 percent duty) rather than as festive articles under HTSUS 9505.90.60 (duty-free). The sets at issue are composed of a pair of polyester knit gloves and a pair of polyester knit boot covers that accessorize costumes. Ruling HQ H239480 will revoke ruling NY M82946 to reflect this change.

Refrigerator gasket. A refrigerator gasket is being reclassified as a refrigerator part under HTSUS 8418.99.80 (duty-free) rather than as a composite good containing flexible magnets under HTSUS 8505.19.20 (4.9 percent duty). Ruling HQ H301861 will revoke ruling NY N300351 to reflect this change.

The item at issue is a door gasket consisting of an outer PVC material with a flexible magnetic band insert. It is used in doors of residential and commercial refrigerators. The polymer material allows the gasket to function as a seal and the magnetic insert acts to hold the door shut. The gaskets are imported cut-to-size and shaped to fit a specific refrigerator or freezer.

Frozen edamame. CBP is reclassifying frozen soybeans or edamame as soybeans under HTSUS 2008.99.6100 (3.8 percent duty) rather than as other beans under HTSUS 0710.22.3700 (4.9 cents/kg). Ruling HQ H317126 will revoke ruling NY N296408 to reflect this change.

The product at issue is 100 percent young soybeans in the pods to be consumed as microwaveable snacks. They are picked, washed, boiled, and flash frozen within hours of being picked.
