PARKER EDWARDS is an associate with Sandler, Travis & Rosenberg, P.A., resident in the Houston office. He advises clients on matters pertaining to international trade law and his practice is centered on import laws and export controls.
Mr. Edwards has a proven record of successfully guiding clients through import-related challenges, including tariff classification, valuation, country of origin, substantial transformation, antidumping and countervailing duties, and Section 301 and Section 232 tariffs. He routinely assists clients with administrative protests, CF-28s and CF-29s, prior disclosures, detentions and seizures, liquidated damages, penalty mitigation, intellectual property infringement, and trade remedy matters. Additionally, he has aided companies in navigating U.S. Customs and Border Protection audits and developing comprehensive import compliance policies and procedures.
Mr. Edwards also has experience helping companies navigate U.S. export controls, including the International Traffic in Arms Regulations, the Export Administration Regulations, the Foreign Trade Regulations, and various economic sanctions programs. He guides clients in determining the classification of goods and technology under the Commerce Control List and the U.S. Munitions List, facilitates export license applications and the filing of electronic export information, assists with voluntary disclosures, and provides counsel on economic sanctions.
Prior to joining ST&R Mr. Edwards served as an associate in a Houston-based firm. He holds a J.D. from the University of Houston Law Center and a B.B.A. from Texas A&M University. He is a member of the state bar of Texas and is an active member of the American Bar Association, the International Compliance Professionals Association, and the Houston Customs Brokers and Freight Forwarders Association.
