Sandler, Travis & Rosenberg, P.A., announced today the addition of three experienced professionals who will increase the firm’s capacity to address the full range of client issues in today’s evolving customs and trade environment. William Marshall will join ST&R as a member, Regina Walton will serve as an auditor, and Narges Kahvazadeh will be a senior associate in the firm’s Export Controls and Sanctions Practice.

William Marshall has represented importers, exporters, foreign manufacturers, foreign governments, and trade associations in a wide range of trade remedy cases, particularly involving antidumping and countervailing duties. He also practiced for more than 15 years in Hong Kong helping to structure global supply chains in the Asia-Pacific region and around the world for duty savings, valuation strategies, and regulatory efficiency. He is highly regarded by clients for his practical, commercially-savvy legal and strategic advice and is frequently consulted by major media outlets on issues relating to international trade, U.S. sanctions, and Chinese regulatory developments. With more than 30 years’ experience in the audit, customs, and trade environment, Regina Walton offers clients her expertise on a wide range of import compliance issues. She served for many years with U.S. Customs and Border Protection, and joins the five other former CBP auditors currently with ST&R. While with CBP, she served as chief of audit policy, led a group to streamline audit processes, managed the Importer Self-Assessment program for more than 200 international companies, and oversaw antidumping and countervailing duty evasion investigations. She also worked in a number of capacities in the private sector and has been a licensed customs broker for nearly 25 years. Narges Kahvazadeh counsels clients on understanding and complying with export control laws and regulations and helps them develop strategies for evolving sanctions issues. In response to recent shifting geopolitical alliances and evolving U.S.-China relations, Ms. Kahvazadeh assists companies doing business with and in China. She specializes in advising clients on compliance with new export controls affecting the semiconductor industry and advanced computing sectors. Before joining ST&R she was an associate at an international law firm, where she advised foreign and domestic clients on trade compliance programs, best practices, classification and licensing activities, and trade diligence in the context of mergers and acquisitions. Prior to entering private practice, she served as a trade compliance manager in the defense industry.
