Background

The State Department has issued a final rule that, effective Sept. 18, made the following amendments to the International Traffic in Arms Regulations.

- clarifying which controlled events (i.e., exports, reexports, retransfers, and temporary imports of defense articles and defense services destined for, or originating in, certain countries) are subject to a policy of denial

- updating the country policy for Ethiopia to reflect State’s earlier termination of its policy of denial for licenses or other approvals for exports of defense articles or defense services destined to or for the armed forces, police, intelligence, or other internal security forces of this country

- updating the country policy for Somalia to clarify the text of the exclusion from the policy of denial

- adding Saudi Arabia and Peru to the list of major non-NATO allies, which confers certain defense trade benefits on those countries
