The World Customs Organization reports that the recently-concluded 75th session of its Harmonized System Committee provisionally adopted a recommendation that will form the 2028 edition of the HS. All negotiations have now been concluded, the WCO said, and the recommendation is expected to be formally adopted by WCO members this December. The recommendation will then be made public in January 2026 and take effect Jan. 1, 2028.
According to a WCO press release, the HSC meeting produced the following results.
- provisional adoption of 105 proposed amendments to the HS 2028 nomenclature, five amendments to the explanatory notes, and the final WCO recommendation for the 2028 HS, which includes 299 sets of amendments
- 66 classification decisions
- 14 new classification opinions
- six amendments to the HS 2022 Explanatory Notes
- classification of 441 products on the latest lists of the World Health Organization for pharmaceutical substances and ingredients requesting an international nonproprietary name
- adoption of rules for managing late submissions of requests or information ahead of meeting sessions
- approval of the Self-Assessment Tool for Regional Customs Laboratories
