Background

The International Trade Administration is inviting through June 30 proposals for full-stack artificial intelligence technology export packages from industry-led “pre-set” consortia for designation under the American AI Exports Program.

According to the ITA, pre-set consortia are standing teams of AI companies organized to offer a complete U.S. AI technology stack to foreign markets on an ongoing basis. A pre-set consortium is not required to identify a single opportunity or a named foreign buyer in applying; instead, it is applying for its full-stack export package to be available for presentation by the U.S. as part of its menu of vetted packages for foreign public- and private-sector buyers in global, regional, or country-specific markets.

Designated packages may receive priority government advocacy, export licensing review and processing, interagency coordination, and financing referrals.

This notice provides more information on the scope of eligible consortia and packages, content and ownership, and target markets and market positioning. It also reviews the content, formatting, and submission of proposals as well as the ITA’s process of evaluating them.
