The Committee for the Implementation of Textile Agreements has received a short supply request alleging that 100 percent viscose rayon filament yarn is not available in commercial quantities in a timely manner from potential suppliers in the CAFTA-DR region.
The subject yarn is a bright luster (non-dull), round cross-section, untwisted filament yarn intended for use in the manufacture of qualifying apparel. It is classified under HTSUS 5403.39.
The petitioner is requesting that this yarn be added to the short supply list in Annex 3.25 of CAFTA-DR in unrestricted quantities, which would allow duty-free imports of apparel made in CAFTA-DR countries with this yarn regardless of where it is sourced. Responses with an offer to supply this yarn are due no later than Nov. 3.
If your company is interested in exploring a short supply petition under any U.S. trade agreement, please contact textile and apparel practice leader Elise Shibles at (415) 490-1403 or via email.
