Dovetail Jigs
CBP is reclassifying two jigs used to guide a router to create dovetail joints in wood as tool holders under HTSUS 8466.10.01 (3.9 percent duty) rather than as other articles of iron or steel under HTSUS 7326.90.8587 (2.9 percent duty). Ruling HQ H314991 will revoke rulings NY N023537 and NY R04119 to reflect this change.
The products at issue are designed to be clamped onto a wooden workpiece and act as a template that guides a handheld router to ensure it makes accurate and repeatable dovetail cuts on wooden workpieces. The jig’s base is made of steel and its finger board is made of cast aluminum. The steel predominates by weight over the aluminum.
Jig Accessory Kits
CBP is reclassifying an accessory kit for woodworking jigs as a tool holder under HTSUS 8466.10.01 (3.9 percent duty) rather than as a tool part under HTSUS 8207.70.3040 (5 percent duty). Ruling HQ H349848 will modify ruling NY N224420 to reflect this change.
The products at issue are designed for use with specific jigs and include a vacuum router support, a bit set with various bits, a collet reducer, and a wooden bit storage box. The VRS is designed for use with a handheld router power tool and cannot be used with a machine tool. It supports the router and collects the dust/chips created by the cutting action of the router bits and handheld router.
