PATRICK SPAULDING is Director, International Trade and Government Relations, for Sandler, Travis & Rosenberg, P.A., resident in the firm’s Washington, D.C., office. He assists clients on a broad range of trade and customs matters before regulatory agencies and legislative bodies.

Prior to joining ST&R Mr. Spaulding served as Deputy Director, Trade and Field Operations, for U.S. Customs and Border Protection, where he was responsible for issues including international customs engagement, forced labor, e-commerce, and intellectual property rights. He collaborated with members of Congress and their staffs regarding CBP operations, initiatives, and needs and worked closely with industry leaders to address issues related to international trade practices, policies, and regulations. Within CBP he advised agency executives on legislative strategies to accomplish agency goals; fostered effective working relationships with senior officials in other agencies; and led the development and implementation of policies, strategic communications plans, and guidance recommendations.

Earlier in his career Mr. Spaulding served as a legislative associate for a business management consulting firm and as a legislative assistant to the speaker of the Ohio House of Representatives. In both positions he built and maintained effective networks among legislators, staff, and stakeholders to monitor and advance initiatives of interest.

Mr. Spaulding holds a master of intelligence studies degree from American Military University and a B.A. in international studies from The Ohio State University. He serves as an officer in the D.C. Army National Guard.
