LILY BARON is an Associate with Sandler, Travis & Rosenberg, P.A. She focuses on helping clients take advantage of the First Sale Rule, which can lower duties and tariffs on imported goods.

Prior to joining ST&R, Ms. Baron served as an Attorney-Advisor for U.S. Customs and Border Protection in the Office of Trade, Regulations and Rulings Directorate, where she wrote several hundred administrative decisions in response to petitions for relief in cases involving penalties, seizures, forfeitures, and liquidated damages. Her areas of specialty included cases related to the delivery of merchandise from ports without inspection or authorization, the transportation of hazardous materials, and the importation of cultural property, wood packaging materials, and cannabis-related drug paraphernalia. Ms. Baron also wrote rulings in response to tariff classification protests.

After leaving Customs, Ms. Baron briefly worked for a Dallas-based firm, where she advised clients on country of origin, Section 232 and Section 301 tariffs, and tariff mitigation strategies. Earlier in her career, she worked as an analyst for an international trade consultancy and as a law clerk with the Commercial Law Development Program at the U.S. Department of Commerce.

Ms. Baron holds a J.D. from the American University Washington College of Law and a B.A. in international affairs from the George Washington University.
