The firm added more than 50 seasoned professionals, strengthening expertise in customs compliance, litigation, trade remedies, tariff mitigation, and export controls. ST&R also opened three new locations in Buffalo, N.Y.; Houston, Texas; and Huntsville, Ala., and relocated to larger offices in New York City, Washington, D.C., and Hong Kong, reflecting its commitment to growth and accessibility in major trade centers.
This expanded capacity enabled ST&R to further improve its ability to provide industry-leading service and solutions to international traders of all sizes. The firm’s dedicated attorneys intensified their focus on helping clients develop and implement tariff mitigation strategies that aligned with their operations and goals, including the first sale methodology that ST&R pioneered. The tireless efforts of our savvy cadre of government relations professionals helped safeguard client interests and educate policymakers on real-world impacts on companies and industries. And our unmatched team of customs auditors and compliance staff helped a wide range of companies understand complex requirements, bolster internal safeguards, and mitigate enforcement measures.

One defining moment for ST&R in 2025 was its customs and trade litigation team drafting a brief with the U.S. Supreme Court and obtaining a significant agreement before the Court of International Trade in the major case challenging the sweeping tariffs imposed under the International Emergency Economic Powers Act. ST&R’s involvement on behalf of dozens of companies hard hit by the size and volatility of the tariffs underscores its reputation as a leading advocate for measured and predictable trade policy.
ST&R also saw a dramatic proliferation of its unique outreach and education efforts over the past year. Members of the firm were interviewed for TV, radio, and print stories and served as thought leaders around the world at dozens of conferences, summits, and other events. ST&R served a record number of companies through its long-running webinar program, which offers dozens of cost-effective sessions each year on both traditional and emerging trade and customs topics. Our daily Trade Report covering the latest developments in trade law, regulation, and policy saw a 15 percent jump in subscribers, to more than 35,000. And our Two Minutes in Trade podcast featuring timely and valuable insights from ST&R professionals doubled its reach.
