Background

U.S. Customs and Border Protection has issued a new withhold release order that, effective April 10, requires the detention at all U.S. ports of entry of work gloves manufactured by Shanghai Select Safety Products Company Limited and its two subsidiaries from China, Select (Nantong) Safety Products Co. Limited and Selected Protective Technology (HK) Limited. This WRO is based on information reasonably indicating the use of convict labor in the production of these gloves.

According to CBP, importers of detained shipments may contest the withholding of the affected goods’ release by providing sufficient information that the goods were not produced with forced labor or requesting to export them.

CBP states that this action brings to 52 the number of WROs the agency is enforcing, along with eight findings, under 19 USC 1307, which prohibits imports of goods made wholly or in part with forced labor, including convict labor.
