STEPHEN ZELMAN is Of Counsel for Sandler, Travis & Rosenberg, P.A., resident in the New York office.

For more than 35 years, including more than 20 running his own firm, Mr. Zelman has advised businesses on all aspects of customs and import law and represented them before federal trade regulating agencies and courts. His work includes helping companies develop import programs and international transaction controls, establish procedures for substantiating duty preference and refund claims, and obtain Customs rulings on classification, valuation, marking, and other issues. He conducts due diligence reviews, deals with U.S. Customs auditors and agents during compliance audits and investigations, and negotiates penalty claim settlements.

Mr. Zelman has represented clients in trade remedy proceedings, negotiated marketing agreements and consent orders with the Federal Trade Commission, helped companies obtain and retain membership in the Customs Trade Partnership Against Terrorism, and prosecuted copyright litigation.

Mr. Zelman is admitted to practice before the U.S. Court of International Trade, the Supreme Court of the State of New York, and the U.S. district court of New York. He holds a B.A. in political science from Union College and a J.D. from The George Washington University.
