Canada Lists U.S. Goods for Possible Retaliation in Country of Origin Labeling Dispute

Canada’s trade and agriculture ministers released June 7 a list of U.S. goods that could be subject to retaliation in an ongoing dispute over U.S. country of origin labeling regulations for meat. The Department of Agriculture recently issued a final rule revising these regulations as of May 23 in response to an adverse World Trade Organization ruling, but the two officials said that rule merely perpetuates a “protectionist policy” that is “severely damaging to Canadian industry and jobs.” Canada will therefore “pursue a fair resolution of this issue through the WTO over the next 18 to 24 months,” which may include retaliation against some or all of the U.S. goods set forth below (listed by Harmonized System heading or subheading) if authorized by the WTO. While the form of such retaliation would likely be higher tariffs on imports of these goods into Canada, the officials gave no indication as to how high those duties may go or whether alternate measures are under consideration.
