Recent changes to the U.S. AD/CV regulations will make navigating AD/CV laws more difficult as there are significant changes impacting anti-circumvention proceedings at the Department of Commerce. DOC utilizes such proceedings to expand the coverage of AD/CV duty orders and duty liability. DOC has even self-initiated anti-circumvention proceedings, focusing particularly on issues of minor alterations when merchandise undergoes further processing in a third country.
