For the first time in three decades there is meaningful movement in Congress toward overhauling U.S. customs laws. A first effort in 2021 was deemed to be too focused on enforcement, so lawmakers are now asking the trade community for input on how new legislation can also promote effective trade facilitation. Specific issues under consideration include current barriers and challenges, which improvements would be most effective, and the economic benefits of potential changes, as well as how Congress can strike an appropriate balance between security and facilitation.

Ms. Collinson is a commentator on trade matters on MSNBC, NPR, and BBC and is the lead professional on ST&R’s engagement as legislative counsel to the National Customs Brokers & Freight Forwarders Association of America (NCBFAA).
LENNY FELDMAN is a Managing Partner, Operating Committee with Sandler, Travis & Rosenberg, P.A., resident in the Miami office. He previously co-chaired the twenty-member Customs and Border Protection’s Commercial Customs Operations Advisory Committee, providing strategic recommendations directly to CBP, Homeland Security and Treasury executives on issues such as forced labor, intellectual property rights, e-commerce policy, trade partnership programs, enforcement and facilitation mechanisms, and regulatory reform. He currently serves as General Counsel and Customs Counsel to the National Customs Brokers & Forwarders Association of America (NCBFAA).
